Our founder, beloved mentor and father, Rafael M. Pefianco, was a man of many talents. He made it his life’s mission to extend the knowledge he gained to his fellow Filipino. He had a knack for breaking down complicated ideas and practices into bite-sized, understandable modules that we still use today. His life, from a humble Filipino student overseas to a pioneer SCUBA Diving Instructor/Commissioner, and, finally, a seasoned Business Process Consultant, was one of hard work and passion. The lessons from which can still be seen in the everyday workings of RMP Consultancy – a consultancy of a truly wholehearted Filipino, by a Filipino and for the Filipino.
He is survived by his loving wife, Chili, and his six children, Crissy, Francis, Bea, Cathy, Marco and Thomas.
Raffy earned an Ordinary National Diploma (Mechanical Engineering) from the Poole Technical College in Dorset, England and later graduated from the University of Newcastle upon Tyne, England with a BSc with Honors in Mechanical Engineering. Lastly he was a certified Master Project Manager, Fellow of the American Academy of Project Management. He also held a Diploma in Supply Chain Management from the International Quality Federation.
Raffy’s work experience included executive positions in management such as marketing manager, general manager, chief operations officer and president of several companies. He managed companies involved in importation, warehousing and distribution of sports equipment, operation of chains of retail outlets, manufacture and export of plywood, ice manufacturing and cold storage operations, fishing, newspaper publishing, and the manufacture of bags, boots and gloves for local market and export.
He was also involved in the operation of two resorts and ten live-aboard scuba diving ships, a language school, and a tour company. He was a certified SCUBA dive instructor trainer and instructor course director for several US organizations for more than 20 years and has trained and certified many of the instructors currently teaching in the Philippines. He also had a wide real world experience with computer systems from main frames to PCs. His involvement with computers started at university where his major projects were computer-based. His experiences included web portal architecture, Linux networks and data mining. He led a team of Java programmers developing business intelligence software using data mining techniques for one of the largest travel agencies in the Philippines and several manufacturing companies.
As the Managing Director of RMP Consultancy, Raffy provided training and consulting services to many of the top companies in the Philippines and Saudi Arabia. He covered topics in manufacturing and distribution such as process improvement, innovation and creativity, quality tools, supply chain management, Root Cause Analysis (RCA), CAPA, SPC, FMEA, and the 7 Basic and New QC Tools. He also delivered seminars on warehouse, inventory, logistics and purchasing management, QMS, TPM, TQM and 5S.
He ran training programs for companies involved in gas turbine manufacturing, repair and maintenance, plastic pipe manufacturing, coconut oil manufacturing, petroleum manufacturing, sugar manufacturing, automotive parts manufacturing, aluminum wheel manufacturing, insurance, and logistics.

Due to his deteriorating health, Raffy made the effort to impart the knowledge and wisdom he had accumulated through the years to his successor, his only Engineering-geared son and the current acting Managing Director of RMP Consultancy, Marco Rafael Z. Pefianco. During this time, Raffy took Marco under his wing, bringing his son to multiple multi-national companies and clients, where he mentored as he taught. Under Raffy’s tutelage, Marco was honed into the capable man he is today, fulfilling his father’s dream of providing his fellow Filipinos knowledge that would help propel the Philippines into a new age. In this way, indeed, the baton has been passed on to the next generation and RMP Consultancy looks toward a promising future.
